The 21st century has been defined by technological acceleration, but no innovation has unsettled global governance debates as profoundly as artificial intelligence (AI). From automated weapons to predictive policing, from climate modeling to financial systems, AI is not just a tool of convenience but a force that reconfigures power. The essential question that confronts us today is deceptively simple yet deeply political: who controls the machines of the future?
AI is not neutral. The algorithms that drive it are embedded with the assumptions, biases, and strategic priorities of those who design and fund them. Currently, the landscape is dominated by U.S. and Chinese technology giants, which transform private innovation into instruments of state power. Washington frames AI as a matter of national security, linking it to military advantage and economic leadership. Beijing, meanwhile, integrates AI into its governance model, wielding it both as a surveillance instrument and a driver of industrial transformation. For smaller states, the risk is clear: they may become passive consumers of AI systems shaped by external geopolitical agendas, rather than active participants in setting the rules of this new order.
Unlike nuclear technology, where treaties like the Non-Proliferation Treaty (NPT) created a governance framework, AI remains largely unregulated at the international level. Efforts at UNESCO, the OECD, and the EU have produced ethical guidelines, but these lack binding enforcements. Meanwhile, experiments with autonomous weapons systems and AI-driven cyber tools continue without a universally accepted legal framework. The gap between rapid technological advances and slow-moving diplomacy risks creating a vacuum where power, not principle, dictates outcomes.
The governance of AI is not merely a matter of security; it is also about justice. Unequal access to AI infrastructure, data, compute power, and research, mirrors broader inequalities between the Global North and South. Advanced economies monopolize patents, research hubs, and cloud infrastructure, while many developing countries struggle to integrate AI into health, education, and agriculture. If unaddressed, this imbalance will deepen dependency, leaving the Global South reliant on imported technologies with little room to shape their development. AI governance must therefore include redistributive measures: capacity-building, shared access to datasets, and global funding mechanisms that democratize participation.
AI challenges long-standing legal and ethical norms. Who bears responsibility if an autonomous drone misidentifies a target? What rights do individuals have when denied jobs or loans by opaque algorithms? And how can societies protect human dignity when surveillance systems quantify and predict behavior in ways that strip away privacy and autonomy? These questions cannot be left to corporations or national governments alone. They demand a multilateral framework rooted in human rights law, ensuring that technological power is exercised with accountability.
The task ahead is not easy, but it is urgent. A global AI compact, modeled loosely on climate agreements or arms-control treaties could provide guiding principles, verification mechanisms, and red lines. Such a compact would need to cover three domains: (1) the prohibition of AI-enabled weapons systems that operate without human oversight; (2) global standards for transparency and explain-ability in algorithms; and (3) mechanisms for equitable access to AI infrastructure for developing countries. Without such collective guardrails, the governance of AI will remain fragmented, shaped by national rivalries and corporate interests rather than shared human priorities.
Artificial intelligence is not simply another technological wave, it is a structural force that reorders how states compete, societies function, and individuals experience agency. The question of “who controls the machines” is, ultimately, about who controls the future. If AI governance remains in the hands of a few powerful states and corporations, the world risks sliding into a new form of digital imperialism. But if collective global frameworks can be forged, AI can become a tool of shared prosperity rather than division. The future of governance lies not in whether machines outthink humans, but in whether humanity can outthink its own divisions to govern machines wisely.
