In another startling disclosure, RAW (Research and Analysis Wing) of India has been found guilty of plotting terrorism in Pakistan. Three important field operators having association with RAW- Haji Habib Ullah, Haji Aziz Ullah and Haji Bedar are identified as front men of a deadly network of target killings. Their activities were actually being coordinated by Indian Consulate at Jalalabad, Afghanistan and it is a shocking trend that India is involved in running secret terror campaigns under diplomatic guise.
This network did not take part in isolated cases. It had specific plans to have assassinations of the high profiles in Pakistan. The plan was to cause havoc, lose credibility and snap the intricacies of the nation and its internal system. But thanks to the prompt intervention of Pakistan counter-terrorism machinery these plans were prevented and a major threat was thwarted before it could produce catastrophic results.
One of the most tragic terrorist attacks, which took place in recent years, i.e. the suicide bombing of the Mardan Judicial complex in November 2016, has also been connected to the exposed network. This fatal onslaught had taken away innocent lives and its purpose was to attack Pakistan legal and judicial departments one of the main pillars of the stability of the state. There is new evidence that operatives backed by RAW also facilitated this attack, giving them logistic support, resources, and coordination. These direct links are extremely disturbing and show a well-planned effort by India to export terror in the name of operations of intelligence.
There is no secret of the evil attitude of India towards Pakistan. Pakistan has been giving authentic evidences to the international community over the years of India being sponsor of terrorism. India got a big blow when RAW agent Kulbhushan Jadhav was arrested in 2016 showing the world how India was recruiting and sending its agents in Pakistan to cause violence and disturbances there. These are not acting on their own. They act within intricate networks in which they are financed, administered and directed by the Indian diplomatic missions, including consulates in Afghanistan.
The fact that the Indian Consulate was utilized as a base of the terror support and planning is a gross abuse of the international diplomatic protocols. A diplomatic mission should be aimed at enhancement of peace, communication, and cooperation, not as espionage and subversion outposts. India is currently involved in working against peace and security in the region by turning its consulates into functional headquarters in RAW operations.
What is interesting especially is what kind of operatives were revealed. With the help of local identities of men and disguises, RAW tries to erase the borderlines between external aggression and internal dissent. This is being done to distract the international outlook and to cause confusion as far as the domestic stability of Pakistan is concerned. However, this account was shattered by the exposure of these networks on multiple occasions which demonstrated that India has been carrying out its covert warfare in a calculated manner.
Despite this recurring aggression over it Pakistan has shown professionalism, the reason-bound diplomacy, and a non-aggressive commitment toward peace. Pakistan in comparison has always been on the right side of facts presenting dossiers and intelligence reports to international forums and other stakeholders unlike India which has always had its aggressive posturing and denial tactics. Not only do those acts prove the maturity of Pakistan but also they mark a drastic difference in the manners between the two countries.
As India attempts to image itself as the victim of terrorism internationally, through the media and other means, the same authority in India is found to be very much engaged in perpetrating cross-border terrorism. This doubleness is not only immoral, it is hazardous. When a nation employs suicide bombers and assassination scheme as statecraft devices then it loses the moral high ground in denouncing terrorism. The presence of RAW in target killings as well as attacks on the judicial complex is also not denied any more.
The international community has to pose tough questions. Why is India being entertained to use the diplomacy to cowardice terrorism? Why do international organizations remain silent when a state party is engaged in assassination and bombing attacks of another sovereign state? Accountability is required by the rules of international law and diplomacy. Unless their activities are curbed, India is taking the risk of creating a dangerous precedent in which embassies and residences can be used as weapons of violence instead of the seat of peace.
The fresh events are a challenge as well as a vindication to Pakistan. Imposing a challenge, since the menace of RAW is still alive and advanced. Yet another vindication too, as it replicates what long Pakistan has been claiming, that India is in a cat and mouse game to destabilize its neighbor.
The intelligence agencies, security services and the law enforcement in Pakistan have been very alert and have been able to identify and destroy this network of RAW. These operations have been their works and saved lives as well as thwarted the type of massive unrest that these operations were trying to generate. But this is not all. One has to be more vigilant, enhance intelligence-sharing structures in the region, and pursue these matters further at all possible international forums.
To sum up, the presentation of RAW target killing network and its connection with the deadly attacks such as the one that happened to the Mardan Judicial Complex is a critical accusation of the regional policy of India. It displays the tendency of the state sponsored terrorism with the diplomatic curtain behind it. Since Pakistan remains a voice of peace and a harmonious relationship of the region, India is only enhancing its prospects of being an aggressor who is ready to destroy lives and balance in the name of politics. It is now up to the world to determine whether it would further turn a blind eye on this hypocrisy by continuing to do so- or it is time that it takes some action against it once and for all.
