POLICY WIRE — New York City, USA — Mayor Zohran Mamdani has introduced a comprehensive plan to bolster the city’s defenses against Legionnaires’ disease. This initiative comes in the wake of 11 fatalities and over 90 cases associated with a recent outbreak in the Upper East Side.
The announcement precedes a critical oversight hearing at City Hall, where city officials are set to face questions from council members regarding their management of the outbreak.
Mamdani emphasized the urgency of proactive measures, stating that the government must continuously improve its response strategies to protect public health. He highlighted the swift and robust actions taken during the Upper East Side crisis as a foundation for further enhancements.
Key among the new measures is the expansion of the health department’s cooling tower lookup tool. This upgraded feature will offer a citywide map displaying all registered cooling towers, along with their history and compliance records, expected to be operational by next spring.
Additionally, the city will establish a scientific advisory panel to assess new cooling tower technologies and explore alternatives, aiming to lessen dependence on traditional cooling systems. The health department intends to appoint the panel’s chair and members within the coming months.
Collaboration between the city’s health and building departments will be strengthened to expedite the identification and registration of unregistered cooling towers, a factor in both the Upper East Side and last year’s Harlem outbreaks.

Enforcement mechanisms are also being tightened. Owners contesting tower regulation violations will now have their hearing dates scheduled within 15 days, speeding up the appeals process and reinforcing compliance.
The recent outbreak, which has claimed 11 lives, surpasses the death toll of a similar incident in Harlem in 2025, where seven individuals died. As of August 31, the city reports no remaining Legionnaires’ patients in hospitals.
