Philippines Holds Historic Bangsamoro Parliamentary Election Amid Security Concerns

POLICY WIRE — Cotabato City, Philippines — Nearly 2.4 million voters are heading to the polls in the Philippines’ Muslim-majority south to participate in the first parliamentary election for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). This historic vote marks the final step in the region’s transition toward full self-governance.
The electoral process has been overshadowed by security concerns, with at least three people killed and 15 others wounded in incidents of poll-related violence. Election commission chair George Erwin Garcia condemned the bloodshed while noting that voting for party-list, district, and sectoral representatives has remained generally peaceful across the region.
Authorities have placed Cotabato City under the direct control of the election commission following a violent dispute at a polling station that involved gunfire. Mr. Garcia also highlighted logistical hurdles, including the necessity of reprinting ballots to replace pre-shaded documents that were intercepted before reaching voters.
This election serves as a critical benchmark for the region, which has spent nearly a decade recovering from the 2017 siege of Marawi City by militants linked to the Islamic State. The autonomy initiative aims to resolve a long-standing conflict that has claimed more than 120,000 lives and displaced approximately two million people.

President Ferdinand Marcos Jr. addressed the public in a video message, describing the event as a defining moment for both the region and the nation. He stated that the election marks a milestone in the continuing journey of BARMM towards lasting peace, democratic governance and meaningful self-determination.
Al Haj Murad Ebrahim, chairman of the Moro Islamic Liberation Front (MILF) and a parliamentary candidate, cast his vote and emphasized the significance of the day. He noted that the people have long aspired to have elections, where the people themselves can choose their leaders.
The BARMM region, which encompasses about 4.5 million residents across Mindanao, Basilan, Tawi-Tawi, and the Special Geographic Area in North Cotabato, is operating under a 2014 peace agreement. International observers are closely monitoring the results as a test of whether this autonomy can be sustained through democratic institutions.
While polls are scheduled to close at 7pm local time (1100 GMT), Mr. Garcia indicated that some locations may remain open until 9pm to accommodate delays. Election results are expected to be available as early as Tuesday.
