POLICY WIRE — Vinton County, Ohio — A 73-year-old man accused of child endangerment was recently deemed mentally incompetent to stand trial after 16 of his grandchildren were discovered living in unsanitary conditions at a rural home in southern Ohio.
The decision by a Vinton County judge followed an evaluation report that concluded Gary Siders Sr. was unable to understand the legal process. Prosecutor William Archer did not challenge the findings, and Siders appeared in court in a wheelchair during the hearing.

Siders’ attorney, Dorian Baum, stated that the man’s mental health has deteriorated over time and is unlikely to improve. The children, who ranged in age from 18 months to 18 years, were rescued on June 30 from a home in Hamden, where they had been confined to a small room with no access to education or regular care. Authorities described the conditions as extremely poor, with some children appearing “feral” and unable to communicate effectively.
