Ukraine’s Drone Offensive: Turning the Tide Against Russia

POLICY WIRE — Kyiv, Ukraine — Ukraine has escalated its drone warfare against Russia, launching deeper and more frequent strikes that have caused significant disruption and panic among Russians.

In 2023, Ukraine was producing around 800,000 drones annually. By 2024, this number surged to two million. Recently, President Volodymyr Zelensky revealed that the country now manufactures over 10 million drones per year, with plans to double this to 20 million by next year.

The increased drone production has had a noticeable impact. Russian President Vladimir Putin recently admitted that drone attacks on refineries and energy facilities are causing harm, despite his attempts to minimize their effects.

Ukraine’s drone strategy evolved from being a target of Russian drone attacks to utilizing drones as a cost-effective countermeasure. Mykola Bielieskov, a Kyiv-based analyst, noted that Ukraine recognized the strategic value of drones after facing Russian strikes in 2022.

Russia has intensified its drone attacks on Ukraine, launching 6,297 long-range drones in the last month, a significant increase from the previous year. In response, Ukraine has conducted large-scale drone attacks on Russian territory, including strikes on the Moscow region and the Olenya air base in the Arctic.

These attacks aim to damage Russia’s war economy by targeting oil refineries, export facilities, and the military-industrial complex. The European Commission’s recent €1 billion grant for drone procurement supports Ukraine’s ambitious production goals.
