The funding would be sourced through a combination of European contributions and U.S. Foreign Military Financing (FMF) allocated under the previous administration. If approved, the FMF funds would count as a U.S. capital contribution to the Ukraine Reconstruction Investment Fund, which was established as part of a minerals deal between the two countries last year.
