POLICY WIRE — Madison, USA — A federal court has imposed a 20-month prison sentence on a former Wisconsin man for his involvement in funneling hundreds of thousands of dollars into American political campaigns after he had relinquished his U.S. citizenship and moved abroad.
U.S. District Judge James Peterson delivered the verdict on Wednesday, according to judicial documents. In addition to the incarceration, Hoffman was mandated to pay a substantial penalty of $150,000.
Attempts to reach Mark Maciolek, counsel for Hoffman, for a statement on Friday were not immediately successful.
Background of the Case
Roger Hoffman, a 70-year-old self-employed investor with origins in Madison, acquired citizenship in the Caribbean nation of Saint Kitts and Nevis in January 2009, as detailed in a 2021 grand jury indictment. Subsequently, in July of the same year, he officially relinquished his citizenship in the United States.
Despite his change in nationality, Hoffman channeled over $400,000 into U.S. state and federal elections across more than a decade. He utilized an assistant, identified in court records solely as M.W., to act as an intermediary, thereby circumventing regulations that forbid contributions from foreign nationals in American electoral processes.
Guilty Plea and Financial Details
In September, Hoffman entered a guilty plea to a singular charge of making unlawful contributions as part of an agreement with prosecutors. Court documents reveal he acknowledged that the prosecution could demonstrate his involvement in approximately $345,000 in illegal federal campaign funding from 2010 through 2020.
While legal filings indicate that Hoffman directed funds to both federal and Wisconsin candidates and political organizations, with the majority targeting federal races, the specific beneficiaries remain unnamed. The identities of the candidates or political parties who accepted these funds are currently undisclosed. An inquiry submitted to the U.S. attorney’s office in Madison requesting further information did not receive an immediate response.
Judicial Admonishment
During the sentencing hearing, Judge Peterson sternly reprimanded Hoffman, citing a “resolute pattern of dishonesty,” according to a statement issued by the prosecutor’s office on Friday.

[…] His career as a perceived rising star within the Democratic Party encountered significant challenges when two women publicly accused him of sexual assault incidents predating his marriage to Cerina. Despite his denials, and without facing charges, his political aspirations faltered. He concluded his term in office in 2022 after an unsuccessful gubernatorial campaign. The complexities of political life and legal entanglements are not uncommon, as seen in other cases such as Roger Hoffman’s sentencing for illegal campaign contributions. […]
