POLICY WIRE — Philadelphia, USA — President Trump has commuted the prison sentence of former labor leader John “Johnny Doc” Dougherty, according to his legal counsel.
Attorney Bochetto announced that the president signed the commutation to allow Dougherty to return home and provide care for his wife, Cecilia Dougherty, who is reportedly gravely ill.
Bochetto stated that Cecilia Dougherty is in desperate need of assistance, noting that her funds for private nursing have been exhausted and she requires her husband’s presence.
The legal team expects Dougherty to be released from the federal penitentiary in Lewisburg on Friday morning, where a crew will be waiting to transport him to his wife.
Bochetto indicated he was notified of the decision via a phone call from the White House on Thursday afternoon.
The commutation comes despite the fact that the Office of the Pardon Attorney’s website had not yet updated the status as of Thursday night, and previously showed a denial of commutation in July.
Dougherty, a prominent Democratic figure in Pennsylvania and head of IBEW Local 98 for nearly three decades, was sentenced to six years in prison in July 2024.
He had four years remaining on that sentence. His convictions included a 2023 ruling for embezzling roughly $600,000 from Local 98 and bribing a city councilmember.

Additionally, a November 2021 trial found him guilty of fraud and bribery for utilizing former Councilmember Bobby Henon to push forward projects for the union.
Bochetto praised the president for moving beyond partisan divides, stating, President Trump has signed a commutation so that Johnny Doc can be released from prison to take care of his gravely ill wife, Cecilia Dougherty.
The attorney further remarked, We are all just so grateful to President Trump, who really has risen above politics. John Dougherty is an icon of Democratic politics in Philadelphia and Pennsylvania. Donald Trump is a Republican.
Bochetto added that the president “has risen above partisan politics and recognized the need and the compassion that this case presented and commuted John’s sentence so he can return home and take care of his wife.”
The move follows opposition from prosecutors, who argued that Dougherty had not spent sufficient time in prison to justify an early release.
