POLICY WIRE — Washington, D.C., USA — The acting director of U.S. Immigration and Customs Enforcement (ICE), Todd Lyons, a pivotal figure in executing President Donald Trump’s hardline immigration agenda, will be stepping down at the end of May.
The departure was confirmed Thursday by Homeland Security Secretary Markwayne Mullin, who announced that Lyons’ final day will be May 31. In a statement, Mullin lauded Lyons as a “great leader” who contributed to making American communities safer and wished him well in his transition to the private sector.
The Department of Homeland Security (DHS) did not provide a specific reason for the resignation when questioned by The Associated Press.
A Controversial Tenure
Appointed as acting director in March 2025, Lyons presided over ICE during a period of significant transformation aligned with President Trump’s immigration goals. The agency received a substantial budget increase from Congress, enabling expanded hiring, greater detention capacity, and a surge in arrests to meet administration directives.
Under his command, ICE conducted a series of contentious immigration enforcement operations in major cities like Chicago and Minneapolis. These deployments were ultimately halted following intense public backlash over the deaths of two American protesters during encounters with federal immigration officers.
White House and Congressional Scrutiny
Administration officials offered praise for the departing director. Stephen Miller, the president’s deputy chief of staff and a primary architect of his immigration policy, described Lyons as a “dedicated leader” whose “courageous work…saved countless thousands of American lives.” White House spokesperson Abigail Jackson also called him “an American patriot” on the social media platform X.
The identity of Lyons’ successor remains unknown, but the next leader will inherit an agency that is both well-funded and a lightning rod for controversy. ICE is currently at the center of a congressional battle, with Democratic lawmakers insisting on new restraints for immigration officers before they will approve the restoration of routine DHS funding.
Leadership Shake-Up and Public Perception
Lyons’ exit coincides with a broader leadership transition at DHS. The department recently saw Markwayne Mullin take the helm as Secretary last month, following President Trump’s dismissal of former Secretary Kristi Noem, who had overseen major immigration policy shifts.
