ASEAN Envoy Launches Humanitarian Mission to Conflict-Torn Myanmar
ASEAN special envoy Ma. Theresa Lazaro begins a two-day humanitarian mission to Myanmar to secure aid access amid ongoing civil war and regional tensions.
POLICY WIRE — Manila, Philippines — Philippine Foreign Affairs Secretary Ma. Theresa Lazaro has commenced a two-day humanitarian mission to Myanmar, acting in her capacity as the special envoy for the Association of Southeast Asian Nations (ASEAN) chair.
The mission, which began on Wednesday, October 28, 2026, aims to negotiate improved access for humanitarian aid within the conflict-stricken nation. According to the Department of Foreign Affairs (DFA), the envoy is scheduled to travel to Nay Pyi Taw and conduct operations in Shan State.
This diplomatic initiative unfolds against the backdrop of a persistent civil war and the Myanmar military government’s ongoing failure to adhere to an ASEAN-brokered peace framework. DFA spokesperson Dax Imperial confirmed the envoy’s itinerary, noting that the mission involves collaboration with the AHA Center and various partners to reach vulnerable communities.
While the DFA previously outlined broader plans for the special envoy to lead humanitarian efforts through the end of 2026, this current visit marks a critical push for engagement. The diplomatic push follows reports that Myanmar authorities have denied requests for meetings with detained leader Aung San Suu Kyi.
