POLICY WIRE — Kyiv, Ukraine — Ukraine appealed to the United Nations Security Council on Oct. 30 for an emergency session after Russian missile and drone strikes claimed at least 20 civilian lives in Dnipro, Chernihiv and Kremenchuk, leaving dozens more wounded.
The attacks targeted civilian infrastructure, including a rail platform in Dnipro where a drone strike killed 14 people and other explosions damaged residential buildings across the three cities.
Foreign Minister Andrii Sybiha warned that Moscow is exploiting its permanent seat on the council, while Ukraine’s UN envoy Andriy Melnyk posted on X, “Following Russia’s latest barbaric atrocities against Ukrainian civilians in Dnipro, Chernihiv, Kremenchuk, where Russian missiles deliberately slaughtered 20 Ukrainians, wounded dozens more, we are convening an emergency meeting of the🇺🇳UN Security Council. Kick Russia out”.
Local authorities said the latest wave of assaults across Ukraine in the previous 24 hours resulted in at least 27 deaths and 128 injuries, underscoring the growing civilian toll.
European capitals expressed outrage, and Kyiv hopes the emergency council meeting will trigger concrete measures to hold Russia accountable.
