New Football Regulator Gains Authority to Force Club Sales
The Independent Football Regulator holds absolute power to force club owners to sell, says chair David Kogan, following Manchester City financial probe.
POLICY WIRE — London, England — The newly established Independent Football Regulator (IFR) possesses the authority to mandate that club owners divest their holdings if they are determined to have operated a team improperly.
David Kogan, the inaugural chair of the watchdog, confirmed that the body maintains absolute power to compel a sale as a final measure against unsuitable ownership. This oversight extends to assessing the conduct of senior club officials and owners against specific regulatory standards.
The regulator may initiate its own independent investigation into Manchester City once the club’s current appeal regarding 114 alleged breaches of Premier League financial regulations reaches a conclusion. Kogan noted that the IFR is prepared to intervene if the charges against the club are upheld.
Beyond the high-profile case involving Manchester City, the regulator is also monitoring broader industry issues, including the operational difficulties faced by clubs such as Sheffield Wednesday.
