China Imposes New Export Controls on Tunnel Boring Machines and High-End Engineering Gear
China announces new export restrictions on tunnel boring machines, excavators, and drone technology, effective November 18, 2026. Learn the global impact.
POLICY WIRE — Beijing, China — The Chinese Ministry of Commerce announced on Monday that it will implement new export controls on tunnel boring machines, a critical category of construction equipment. These regulations are scheduled to take effect on November 18, 2026.
In a joint move with the General Administration of Customs, the government issued four simultaneous announcements detailing the new oversight. The restrictions target high-end engineering machinery, including cutter heads, dredger mud pumps, walking excavators, and high-altitude wet shotcrete machines.
The scope of the new policy also extends to complete unmanned aerial vehicles and their associated engines. Exporters dealing in these technologies will be required to secure specific licenses in compliance with the nation’s export control laws and regulations governing dual-use items.
China currently serves as a primary global supplier for tunneling and boring equipment frequently utilized in large-scale highway and metro rail infrastructure projects. The new measures are expected to impact exports to sensitive countries and regions currently involved in disputes with China.
