PBOC Eyes Shift to Overnight Rate as Primary Policy Benchmark
China's central bank considers adopting the overnight reverse repo rate as its main policy benchmark to refine short-term interest rate control and liquidity.
POLICY WIRE — Beijing, China — The People’s Bank of China is evaluating a transition to the overnight reverse repurchase rate as its primary policy benchmark. This strategic pivot aims to enhance the central bank’s precision in managing short-term interest rates and liquidity.
Currently, the seven-day reverse repo rate functions as the nation’s main policy anchor. According to reports from the central bank-run Financial News, Governor Pan Gongsheng indicated that this adjustment is intended to refine the institution’s control over short-term borrowing costs.
The move aligns China’s monetary framework more closely with global standards. By introducing overnight reverse repo operations—a tool first established in 2024 but only recently utilized—the PBOC seeks to stabilize money market volatility, particularly during critical month-end and quarter-end periods.
While the deputy governor previously stated that these overnight operations are primarily designed for liquidity management rather than setting interest rate levels, the potential shift could significantly impact bond yields and interbank funding costs. Additionally, the PBOC plans to expand access to its Standing Lending Facility as part of these broader reforms.
