Putin Declares Border Security Zone in Ukraine Non-Negotiable in Future Talks
Russian President Vladimir Putin states that the border security zone established inside Ukraine will remain non-negotiable in any future talks.
POLICY WIRE — Moscow, Russia — Russian President Vladimir Putin announced that Moscow is actively forging a security zone inside Ukrainian territory along their shared border. He emphasized that this established belt will remain entirely non-negotiable during any upcoming diplomatic discussions with Kyiv.
Appearing in a military uniform during a visit to a command post, Putin explained that the territory being carved out will be exempted from any future peace negotiations between the two nations. The Russian leadership frames this buffer zone as a crucial defensive measure designed to safeguard Russian border regions from ongoing cross-border threats.
The concept of a sanitary barrier was initially floated by Putin in June 2023, when he warned that Moscow might establish such a zone inside Ukraine if shelling of Russian territories persisted. He revisited the topic in late December 2025, urging further expansion of the defensive belt and calling it an essential strategic objective.
During a May 22 online meeting with senior government officials, Putin officially confirmed that the decision to create the security buffer had been enacted. He reported at the time that military units were already actively suppressing enemy firing positions to secure the area, with Russian state media later identifying the operational zones as covering regions including Bryansk and Kursk.
