Virginia County Sues to Halt Trump’s Proposed 250-Foot Triumphal Arch

POLICY WIRE — Arlington, Virginia — Arlington County has filed a legal challenge against the Trump administration to prevent the construction of a 250-foot triumphal arch, marking the first time a government entity has taken legal action against the project.
The lawsuit claims federal officials neglected to properly evaluate the environmental, safety, and historical impacts of the monument. The U.S. Commission of Fine Arts approved the design in May, with all commissioners appointed by Trump, despite public opposition.
Filed in federal court in Virginia, the suit aims to pause demolition and construction until a full environmental review is conducted. County attorneys argue the arch could pose significant risks to public safety, including serving as a staging area for drones and snipers near high-traffic areas. They also claim it would disrupt the symbolic view between the Lincoln Memorial and Arlington National Cemetery, a site representing post-Civil War unity.
The National Park Service is accused of violating the National Environmental Policy Act by rushing the approval process and not considering alternatives or potential harm to nearby communities. The proposed structure, located at Memorial Circle near Arlington National Cemetery, would be the tallest triumphal arch in the world if completed.

County officials warn the arch could lead to increased traffic, disrupted emergency routes, and worsened air quality and noise levels for nearly 245,000 residents. The lawsuit names the Department of the Interior, Secretary Doug Burgum, the NPS, and acting NPS Director Jessica Bowron as defendants.
Skye Perryman of Democracy Forward, which represents the county, criticized the project, stating that it would cause harm to Arlington residents during a time when many are struggling financially. A group of Vietnam War veterans also sued earlier this year, arguing the monument would damage cultural and historic significance in the area.
The arch is part of Trump’s broader “Make D.C. Safe and Beautiful Again” initiative, which includes controversial projects like the Lincoln Memorial Reflecting Pool renovations and changes to the White House Rose Garden. The NPS has acknowledged potential adverse effects on historic sites and the skyline.
