National Police Operation Targets Cargo Thieves on Trains in Historic Initiative
Law enforcement launches first-of-its-kind national crackdown on train cargo theft, using drones and heat sensors to catch thieves in action.
POLICY WIRE — Washington, D.C. — Law enforcement agencies across the U.S. have launched a historic nationwide operation targeting cargo thieves who are exploiting train shipments, marking a first-of-its-kind initiative to combat an increasingly profitable crime.
The Department of Homeland Security estimates that cargo theft costs the U.S. between $15 billion and $35 billion annually. In 2025, reported losses from cargo theft in the U.S. and Canada reached nearly $725 million, a 60% increase compared to 2024, according to the FBI.
Officers are using advanced technology such as drones and thermal imaging to track and apprehend thieves who target high-value goods like televisions, video game consoles, designer shoes, and even cereal. The operation has led to successful arrests, with one officer noting that drone footage often provides undeniable evidence that leaves thieves stunned.

“A lot of times we apprehend the guys and they come out like there is no way we have no proof. I was not in a container and they see the drone footage like ‘you got me.’ So it is a game-changer,” said Ware, a law enforcement official involved in the effort.
Cook County Sheriff Tom Dart emphasized the scale and organization of the criminal activity, stating that the numbers were “staggering” and that the thefts were highly coordinated. With the holiday season approaching, experts warn that these crimes could lead to higher consumer prices as manufacturers pass on increased costs.
