POLICY WIRE — LONDON, UK — In his first major speech since taking office, Britain’s finance minister, John Healey, will detail how Prime Minister Andy Burnham’s strategy to shift power from the central government can rejuvenate the country’s economy.

On Monday, at a manufacturing site, Healey is set to unveil initiatives aimed at granting city regions more authority to craft local industrial strategies and draw in private investments, all part of an effort to spur growth across the nation.

Healey will also emphasize his commitment to fiscal responsibility as he works to accelerate growth in the UK’s lagging economy.

The finance minister faces mounting challenges ahead of his first budget on October 28, with investors concerned about rising oil prices due to the Iran conflict, shrinking budget flexibility, and increasing spending obligations.

Healey will announce that £150 million ($203 million) from the British Business Bank will be allocated to innovative companies in northern England, providing between £5 million and £15 million to attract additional private capital.

Both Healey and Burnham have committed to adhering to the fiscal rules established by the previous government, including a target to balance day-to-day spending with tax revenues by the end of the decade.

However, with Burnham’s plans for expanded social care and increased defense spending, Healey is under pressure to raise billions in taxes in the upcoming budget.
