POLICY WIRE — Honolulu, Hawaii — Tropical Storm Lala, downgraded from Hurricane Lala, is currently drenching the Hawaiian Islands with heavy rain and powerful winds. The storm skirted the archipelago without making landfall but continues to deliver hurricane-force gusts to the Big Island.
