White House Directed Starshield Restrictions for Ukraine, Officials Say
New reports indicate the White House ordered limits on Ukraine's Starshield satellite access, sparking debate over military control and battlefield tech.
POLICY WIRE — New York/Washington — The directive to restrict a satellite network vital to Ukraine’s drone operations and battlefield communications originated from within the White House, according to two U.S. officials and one Western official.
Ukraine depends heavily on Starshield, the military-grade iteration of Elon Musk’s Starlink satellite service, to sustain its defense efforts against Russia. Recent reports indicate that SpaceX implemented new speed caps on the system, which Ukrainian forces claim have hindered military operations and drone intercepts.
Elon Musk stated on Wednesday that the U.S. military and the president hold the authority to dictate usage and speed limitations for Starshield, while maintaining that standard commercial Starlink remains under the direct control of SpaceX. Musk asserted that only the U.S. president possesses the right to determine restrictions for these military-grade systems.
While the White House has neither confirmed nor denied Musk’s claims, the Trump administration has reportedly pressured Kyiv to curtail strikes against energy infrastructure located within Russian territory. Two U.S. officials noted that the decision to throttle Ukrainian access to Starshield was not categorized as a high-level U.S. policy shift.
The situation has ignited concerns regarding Ukraine’s heavy dependence on the Starshield program and the ambiguity surrounding who maintains ultimate control over its connectivity. By Thursday, some Ukrainian units reported that their service had returned to typical levels, though the underlying cause of the initial restrictions remains unclear.
