UK Government to Enforce Ban on Extreme Pornography Categories Starting November
New UK regulations outlawing pornography depicting strangulation, incest, and child impersonation take effect on November 6 following a government review.
POLICY WIRE — London, United Kingdom — The British government is set to implement a strict prohibition on three specific categories of extreme pornography beginning next month.
Starting November 6, the distribution and possession of content featuring strangulation, incestuous relationships, and individuals portraying children under the age of 16 will be officially outlawed.
This legislative shift follows intense cross-party advocacy regarding the detrimental effects such material has on women and girls. Ministers committed to these new legal standards earlier this year to address growing public and political concerns.
The upcoming enforcement is a direct result of a 2025 government-commissioned review led by Conservative peer Baroness Gabby Bertin. Her investigation into pornography regulation served as a catalyst for the current policy changes.
The Ministry of Justice confirmed that the new laws aim to criminalize the publication and ownership of harmful material. This includes explicit depictions of incest between family members, as well as sexual acts involving step or foster relations.
Simultaneously, the Government’s Joint Team on pornography is currently engaged in a six-month initiative. This project focuses on the broader regulation of online adult content and seeks to establish regulatory parity between digital and offline environments.
