In a letter to Treasury Secretary Scott Bessent and Secretary of State Marco Rubio, the senators called for measures to disrupt Russia’s oil transport through a so-called “shadow fleet” and to counter an emerging satellite system that could enable more precise attacks against Ukraine. The lawmakers also stressed the urgency of enforcing the law before its key provisions take effect on October 18.
