POLICY WIRE — Kyiv, Ukraine — President Donald Trump claimed that Russia and Ukraine had reached an agreement to stop targeting each other’s energy infrastructure. However, just hours later, both sides launched fresh attacks on critical energy and transportation facilities.

Russian forces reportedly deployed over 200 drones against Ukrainian targets, damaging energy installations and port facilities. In Kyiv, one individual was killed and seven others were injured in strikes on gas stations, warehouses, and other locations, according to local authorities. Meanwhile, attacks in southern and western regions damaged homes and disrupted transportation networks.

Ukrainian forces retaliated by striking a major oil refinery in the Samara region of Russia, as well as a drone production facility in Taganrog and a drone launch site in Oryol. Despite Trump’s assertion that a deal had been reached to halt the aerial conflict, Ukrainian President Volodymyr Zelenskyy cast doubt on the agreement, stating he would only cease energy strikes if Russia did the same. The Kremlin described Trump’s proposal as a positive idea but said it remained under discussion with U.S. officials.
