POLICY WIRE — New York City, United States — Homeland Security Secretary Markwayne Mullin has refused to apologize for an incident involving Immigration and Customs Enforcement (ICE) agents who shot a suspect inside a vehicle that contained a 5-year-old child.
The shooting occurred in the Marble Hill neighborhood of New York City on Thursday afternoon, as commuters and children were returning from work and school. At a press conference the following day, Mullin defended his department, calling out New York City Mayor Zohran Mamdani for labeling ICE as ‘rotten to its core.’

Mamdani, who spoke at a Thursday night press event, called for the abolition of ICE and criticized the agency for endangering public safety. He also claimed he had reached out to President Donald Trump and Mullin to secure the release of the suspect, Oscar Belgal, but was unsuccessful. Meanwhile, ICE officials stated that Belgal, a 28-year-old from the Dominican Republic, was a criminal illegal alien with a history of offenses including grand larceny and assault.
