POLICY WIRE — Lee’s Summit, Missouri, USA — Lee’s Summit West High School has announced the termination of head football coach Willie Horn, alongside the removal of several assistant coaches, due to significant enrollment and residency infractions.
These actions violate regulations set forth by the Missouri State High School Activities Association (MSHSAA). Horn previously led one of Missouri’s most prominent high school football programs, with the Titans achieving a ranking within the state’s top 25 during the recent season. His tenure spanned four seasons, from 2022 to 2025, during which the team recorded a 17-25 overall win-loss record.
A communication disseminated to families by Lee’s Summit West outlined the changes impacting the football program. This letter confirmed numerous residency violations, specifically referencing the use of fraudulent leases and utility bills to establish student eligibility. Furthermore, the official state findings identified instances of illegal recruiting practices and undue influence.
The letter also indicated that, pending MSHSAA approval, all varsity and freshman team victories from the 2025 season would be forfeited. This decision underscores the severe implications of non-compliance with athletic association bylaws.

Official Statement from Lee’s Summit West
Dear Titan Football Families,
We are providing a crucial update regarding our football program. The administration recently received concerns about potential breaches of Missouri State High School Activities Association (MSHSAA) bylaws. Following a thorough internal review, we have identified residency violations involving several student-athletes who participated in the 2025 season. Our investigation confirmed that multiple students were enrolled at Lee’s Summit West using fraudulent leases and utility bills, despite not residing within the school’s designated attendance boundaries. The district has informed local law enforcement that a single landlord appears to have provided all fraudulent documentation to families. Additionally, findings revealed at least one instance of actions consistent with recruiting and undue influence, as defined by MSHSAA bylaws.
In adherence to our values of integrity and transparency, the district has submitted a self-report to MSHSAA and pledges full cooperation with all required expectations. All varsity and freshmen wins from the previous season at Lee’s Summit West will be forfeited, subject to MSHSAA approval. We maintain high standards for all our programs and personnel at Lee’s Summit West. These expectations are crucial for ensuring a safe, fair, and enriching experience for every student-athlete. Effective today, Head Coach Willie Horn, assistant coach Bill Birmingham, and volunteer coach Sean Thornton are no longer affiliated with the football program. This information was shared with team members today. We acknowledge that this news may be challenging and unsettling. Our primary focus remains our students, and we are committed to supporting our athletes and ensuring stability moving forward. The head coaching position will be advertised, and we will actively seek strong leadership for the program. We also recognize the importance of preventing similar situations in the future. The district is currently reviewing measures to reinforce expectations and ensure a clear understanding of eligibility requirements and applicable bylaws among all involved in our programs. While personnel privacy regulations may restrict what we can disclose, rest assured that we are addressing this matter with utmost seriousness and diligence. This situation does not reflect the standards we uphold at Lee’s Summit West, and we will continue to hold ourselves accountable. Thank you for your ongoing support of our student-athletes and our school community. For questions or to discuss student needs, please do not hesitate to contact us.
