POLICY WIRE — Lee’s Summit, Missouri — Lee’s Summit West High School has announced the termination of its head football coach, Willie Horn, along with the removal of several assistant coaches, citing significant enrollment infractions that contravene regulations set by the Missouri State High School Activities Association (MSHSAA).
The decision follows an internal review and subsequent report revealing multiple breaches of MSHSAA bylaws. These violations centered on residency requirements for student-athletes within the prominent Missouri high school football program.
MSHSAA Violations and Program Disciplinary Actions
Before his dismissal, Coach Horn guided the Titans, a team consistently ranked among Missouri’s top high school football programs, finishing in the state’s Top 25 during the most recent season. Over his four-year tenure from 2022 to 2025, Horn amassed a 17-25 overall coaching record.
A communication disseminated to families by Lee’s Summit West detailed the changes impacting the football program. This letter explicitly stated the discovery of numerous residency violations, specifically referencing the use of fraudulent leases and utility bills to establish eligibility.
Further findings from the state’s investigation highlighted instances of illegal recruiting practices and undue influence exerted on student-athletes. These activities are in direct violation of established MSHSAA guidelines for fair competition.

As a direct consequence of these rule breaks, and pending official MSHSAA approval, the Titans are set to forfeit all varsity and freshman team victories from the 2025 competitive season. The district has also shared information with local law enforcement, noting that all questionable documents appeared to originate from a single landlord.
School’s Commitment to Integrity
The school’s administration, upon identifying potential MSHSAA bylaw infringements, initiated a thorough internal investigation. This review confirmed that several student-athletes who participated in the 2025 season were enrolled using falsified residency documents, despite living outside the school’s designated attendance zone.
“In keeping with our commitment to integrity and transparency, the district has submitted a self-report to MSHSAA and will fully cooperate with all expectations.”
The letter reassured families that the district is dedicated to upholding integrity and transparency, confirming a self-report submitted to MSHSAA and a pledge for full cooperation. Alongside Willie Horn, assistant coach Bill Birmingham and volunteer coach Sean Thornton are also no longer affiliated with the program.
School officials have communicated these developments to the football team members, acknowledging the challenging nature of the news and potential uncertainty it creates. The primary focus remains on supporting the students and ensuring program stability moving forward.
A new head coach will be sought, with the position to be posted publicly, underscoring the school’s commitment to securing robust leadership. Furthermore, the district is actively evaluating strategies to prevent similar situations in the future, emphasizing a clearer understanding of eligibility criteria and MSHSAA bylaws among all involved parties.
While personnel privacy rules limit specific disclosures, the school affirmed its serious and careful approach to the matter. This situation, they stated, does not align with the high standards expected at Lee’s Summit West, and accountability will be maintained.
