The claim, shared repeatedly on X, has fuelled speculation about secret contact between the two countries. But the document is fabricated: Pakistan and Israel have no diplomatic relations or official channel through which such a cable could exist, the document’s formatting does not match real diplomatic cables, and text analysis indicates it was almost certainly generated by AI.

“This is a fabricated document, not a real diplomatic cable,” Policy Wire’s fact-check team found after reviewing the image, checking cable conventions and running the text through AI-detection analysis.

No diplomatic channel exists between Pakistan and Israel

Pakistan does not recognise Israel and has no embassy, consulate or formal government-to-government channel with it. A “Most Confidential” cable transmitted directly from Pakistan’s MFA to Israel’s Foreign Ministry would require exactly this kind of official channel — which does not exist. This alone makes the document’s premise implausible.

Formatting does not match real diplomatic cables

The image uses a simple “TO / FROM / SUBJECT” layout. Genuine classified diplomatic cables follow strict conventions: routing indicators, classification headers, message reference numbers and precedence markings (e.g. FLASH, IMMEDIATE, ROUTINE). The viral document lacks all of these, instead resembling a generic internal memo template rather than an authenticated state cable.

Content is vague and unverifiable

The cable’s text does not name any specific operation, incident or official, relying instead on generic language that could apply to any scenario. Policy Wire ran the text through AI-content detection tools, which assessed it as 97 percent likely to be AI-generated — consistent with a fabricated document written to look official rather than to convey a real diplomatic communication.

No official confirmation

Policy Wire found no statement from Pakistan’s Foreign Office or Israel’s Foreign Ministry acknowledging or authenticating the document. Neither government’s official channels have referenced the cable as of publication.
