Examining the Parallels Between Israel’s Oct. 7 Attack and Historical Disasters
Analyzing intelligence failures in Israel's Oct. 7 attack, Pearl Harbor, and 9/11. What do these events have in common?
POLICY WIRE — Tel Aviv, Israel — As Israel prepares for its first election since the Hamas attack on October 7, 2023, questions are emerging about whether Prime Minister Benjamin Netanyahu had warnings of a large-scale assault, even if the timing and location were unclear.
Netanyahu has denied receiving any specific alerts, but the internal debate over this issue may be overshadowing a broader pattern: the misinterpretation or underestimation of clear intelligence signals that have led to tragic consequences before.
Strategic intelligence failure is not unique to Israel. Similar patterns occurred during the 1941 Pearl Harbor attack and the 2001 9/11 attacks. In each case, warning signs were present, yet they were overlooked or dismissed by those in charge.
Israeli officials revealed that Hamas had shared a detailed plan for the attack a year prior, with public statements and videos showing preparations. Intelligence agencies observed unusual activity, including Hamas leaders going offline and commandos gathering in advance. A soldier at the Gaza border had also raised concerns about suspicious movements.

Despite these signals, Israeli military and intelligence officials were unprepared for the scale of the attack on October 7, when thousands of Hamas militants launched a surprise assault using vehicles and hang gliders.
Historically, similar failures have occurred. Before Pearl Harbor, U.S. intelligence detected Japanese naval movements, but officials believed Japan would not risk war with the U.S. Similarly, before 9/11, U.S. agencies knew al Qaeda was planning something but failed to connect the evidence, leading to a major intelligence gap.
Experts suggest that in all three cases—Pearl Harbor, 9/11, and Oct. 7—the stronger side underestimated the resolve of the weaker opponent, who was determined to fight regardless of the odds.
