Elon Musk Claims Ukraine Violated Starlink Terms via Offensive Drone Strikes
Elon Musk alleges Ukraine breached Starlink terms by using the network for drone strikes. Explore the ongoing tensions regarding satellite connectivity.
POLICY WIRE — Kyiv, Ukraine — Tech billionaire Elon Musk alleged on Saturday, October 25, 2026, that Ukraine breached the terms of service for his Starlink satellite network by utilizing the technology to facilitate offensive drone strikes.
Musk stated on the social media platform X that the military had used the system for lethal operations, though he noted that this specific loophole was addressed and closed by his company last week.
The SpaceX founder emphasized that Starlink is intended strictly as a civilian communications infrastructure rather than a tool for combat. He warned that any further violations of these established terms would lead to a complete termination of service.
Despite the friction, Musk acknowledged that the network remains vital to the Ukrainian defense effort, describing it as the only system currently capable of resisting jamming or destruction. He cautioned that a total shutdown of Starlink would likely cause the Ukrainian front line to collapse.
While Musk has frequently altered his public position regarding the conflict since the Russian invasion began in 2022, he has consistently maintained that any service disruptions were the result of U.S. government directives rather than SpaceX policy.
Ukraine continues to rely on both the civilian Starlink system and the military-grade Starshield version to coordinate its defense against Russian missile and drone assaults. On Saturday, October 24, 2026, Defence Minister Yevgeniy Khmara reported that monitoring systems showed a recovery in connection speeds, reaching over 400 km/h.
Khmara highlighted that this stable connection is essential for frontline logistics, drone operations, and military communications. He credited the firm stance taken by President Zelenskyy for the recent improvements in service.
The satellite network has remained a point of contention between Kyiv and Washington. President Zelenskyy previously accused the United States of hindering Ukraine’s military response by throttling Starlink speeds and failing to provide adequate warnings regarding incoming missile strikes.
