POLICY WIRE — London, UK — Ukraine’s expression of interest in collaborating with Japan on the production of Patriot interceptor missiles is expected to scrutinize Tokyo’s unwavering support for Kyiv and its foundational pacifist defence policies.
Such a joint venture faces significant barriers, primarily due to Japan’s constitutional constraints on military activities and its strict regulations regarding the export of lethal weaponry. Analysts indicate that proceeding with such a move would necessitate a re-evaluation of these longstanding policies and could complicate Japan’s broader regional diplomatic engagements.
Ukrainian President Volodymyr Zelensky indicated last week that Kyiv sought cooperation with Japan’s Mitsubishi Heavy Industries concerning Patriot missile manufacturing.
