Virginia Senator L. Louise Lucas faces federal charges for an alleged marijuana bribery and money laundering scheme. Read the latest on the indictment.
POLICY WIRE — Norfolk, Virginia — Virginia state senator L. Louise Lucas, a prominent Democrat and vocal critic of Donald Trump, was taken into custody Thursday following a federal indictment alleging her involvement in a significant bribery and racketeering operation.
A 45-page document filed in the Eastern District of Virginia outlines charges against Lucas and six co-defendants, including conspiracy to distribute marijuana, money laundering, and bribery. Prosecutors allege the group utilized Lucas’s legal medical cannabis business as a front to move large quantities of illicit marijuana.
The 82-year-old lawmaker, who surrendered to authorities Thursday morning, faces five of the eight counts listed in the indictment. Federal officials claim that since 2019, Lucas leveraged her political influence to pass legislation that protected the criminal enterprise and provided personal financial gain.
Attorney General Todd Blanche stated that the charges expose a public servant who prioritized personal wealth over the interests of her constituents. The indictment names several of Lucas’s family members as co-defendants, including her daughters, Lisa-Lucas Burke and Theresa Lucas-Lamb, and her grandson, Ryan Eichelberger.
Investigators allege that Lucas directed the distribution of over 100 kilograms of illegal marijuana. Records indicate that the state’s Department of Agriculture and Consumer Services issued multiple violation notices to her business, The Cannabis Outlet, throughout 2023 and 2024 for non-compliant product sales.
According to the filing, Lucas expressed a desire to secure a recreational license to build generational wealth for her family. In a recorded conversation with a fellow lawmaker in March, she reportedly acknowledged that her previous activities in the industry were obviously illegal.
Lucas, who has served in the General Assembly since 1991 and currently holds the position of Senate president pro tempore, was a central figure in Virginia’s recent redistricting battles. Her efforts to implement a new congressional map were ultimately blocked by the Virginia Supreme Court and the U.S. Supreme Court.
Following the passage of the redistricting measure earlier this year, Lucas drew attention for a social media post directed at Republicans and Donald Trump, stating, You all started it and we f***ing finished it. She is currently serving a four-year term that runs through 2027.
