Rubio Rejects Zelenskyy’s Claims of U.S. Support Withdrawal as Tensions Mount
Secretary of State Marco Rubio dismisses claims that the U.S. is abandoning Ukraine as diplomatic talks in Oslo face pressure over military aid delays.
POLICY WIRE — Oslo, Norway — American envoys are scheduled to convene with Ukrainian President Volodymyr Zelenskyy in Norway this Tuesday. The meeting occurs as Kyiv navigates a complex American diplomatic strategy that appears increasingly focused on engaging the Kremlin.
President Donald Trump’s representatives, Jared Kushner and special envoy Steve Witkoff, have struggled to secure a diplomatic breakthrough in the ongoing conflict. Their upcoming session in Oslo, which will include Kushner via video link, comes as the Norwegian government confirmed the participation of Prime Minister Jonas Gahr Støre and Finnish President Alexander Stubb.
The diplomatic friction follows accusations from Zelenskyy that the United States is intentionally withholding vital defense support. Secretary of State Marco Rubio characterized these suggestions as scandalous, firmly denying that Washington has altered its commitment to Kyiv.
During a 45-minute conversation with Zelenskyy, Rubio maintained that no resources are being deliberately denied to Ukraine. Speaking to reporters while beginning a trip to India, Rubio stated, That’s scandalous, that’s outrageous, that’s just simply not true. That’s not accurate.
The tension stems from Kyiv’s reports of missing early warnings for recent Russian ballistic missile strikes and ongoing speed limitations on the Starshield military satellite service. Zelenskyy informed a bipartisan Congressional delegation on Monday that he suspects a political decision is driving these delays, specifically citing the slow delivery of ballistic missile interceptors.
Meanwhile, President Trump has continued to distance his administration from the Ukrainian cause. He recently suggested that Zelenskyy should find someone else to negotiate and claimed that Russia has been fine regarding its actions in Ukraine, asserting that they have not been doing much.
This shift in rhetoric coincides with Trump’s recent moves to waive sanctions and finalize a diesel agreement with Russia, a strategy aimed at reducing fuel costs ahead of the Midterm elections. These developments occur against a backdrop of persistent violence, including a recent strike in the Kharkiv region that officials say killed a mother and her one-year-old child in a public park.
Zelenskyy has publicly urged the international community to utilize its strength against the perpetrators of such attacks. Despite the public disagreements, the Ukrainian president noted that he held a substantive conversation with Rubio regarding missile defense and intelligence cooperation, expressing gratitude to those in America who support fair approaches.
