China Proposes Adding 40 AI, Biotech and Solar Technologies to Export Control List
China's Ministry of Commerce and Ministry of Science and Technology propose adding 40 AI, biotech and solar technologies to export restrictions.
POLICY WIRE — Beijing, China — Chinese authorities have moved to tighten oversight over critical domestic innovations by introducing a sweeping draft proposal to curb foreign shipments in key sectors.
The Ministry of Commerce and the Ministry of Science and Technology jointly announced the initiative on Friday, October 16, 2026, outlining plans to expand the nation’s catalog of restricted and prohibited exports.
Under the newly unveiled framework, officials are seeking public feedback on adding 40 distinct technologies spanning artificial intelligence, biomedicine, and photovoltaic solar power to the official export control list.
The proposed measures target 23 specific artificial intelligence innovations alone, encompassing advanced computing clusters, sophisticated information processing systems, AI agents, and large AI models.
Alongside the public consultation process, government agencies have concurrently implemented temporary export-before-registration requirements to monitor international transfers of these sensitive items closely.
The regulatory push reflects a broader strategic effort by Beijing to retain tighter national control over cutting-edge domestic developments, potentially limiting overseas transfers of advanced chip designs and algorithms.
