Jackson Police Chief RaShall Brackney announced the arrest of 51-year-old Jarques Ratliff, who was taken into custody after being encountered on the street. While the exact nature of Ratliff’s relationship with Fortune remains unclear, officials confirmed the death was ruled a homicide by the state medical examiner.
