US Envoys Witkoff and Kushner Reach Kyiv for Peace Talks Following Kremlin Session with Putin

POLICY WIRE — Kyiv, Ukraine — American diplomats Steve Witkoff and Jared Kushner arrived in Kyiv on Sunday to engage in peace negotiations following high-level discussions with Russian President Vladimir Putin in Moscow.

According to the White House, the delegates held talks on Saturday where they “discussed substantive plans for next steps” to end the war, expressing optimism for “equally productive meetings” with Ukrainian leadership.

Although specific details regarding the proposed peace blueprint remain undisclosed, officials anticipate an official public statement in the upcoming weeks as diplomatic momentum builds.

This visit marks the inaugural trip by US President Donald Trump’s chief negotiators to Ukraine’s capital city.

Ahead of the discussions, Putin and Ukrainian President Volodymyr Zelensky reached a temporary agreement to suspend military strikes against Moscow and Kyiv for three days.

Welcoming the diplomatic initiative, Zelensky indicated that his administration was “ready for the conversation” and remained strongly “interested in bringing the end of the war closer”.

In a social media statement, Zelensky emphasized the necessity of securing peace and reliable security guarantees, noting that it was “important to work in a coordinated, substantive, and realistic manner”.

The preceding session in the Russian capital spanned three hours behind closed doors at Putin’s official residence inside the Kremlin, according to Russian state media reports.

While full details have not been made public, representatives from both sides provided optimistic assessments of the Kremlin talks without detailing exact concessions.

Kremlin presidential adviser Yuri Ushakov described the session as “constructive, extremely frank” in his official statement.

Ushakov remarked, “The talks were not limited to an exchange of views on resolving the Ukrainian crisis – economic issues and potential major, mutually beneficial Russian-American projects were discussed in considerable detail,” while adding that “note was made of the Russian army’s tangible advances in the combat zone” and emphasizing the necessity of resolving “the root causes of the conflict”.

Despite heavy Russian drone and missile bombardments aimed at Kyiv and other urban hubs, Moscow’s ground forces have achieved only gradual progress across much of the front lines, suffering massive casualties while maintaining control over approximately one-fifth of Ukrainian territory seized after the February 2022 invasion.

While Witkoff and Kushner have traveled to Russia on multiple prior occasions, their travel logistics between Moscow and Kyiv remain unspecified given that Ukrainian airspace has been completely shut down since the 2022 invasion began.

The diplomatic surge comes amid intensified aerial attacks from both combatants, with Kyiv facing difficulties intercepting incoming ballistic missiles due to shortages of air defense interceptors while conducting drone attacks against Russian economic assets, particularly oil installations.
