POLICY WIRE — Sanford, Florida — A heating and air conditioning specialist has been detained in Florida and is facing charges of aggravated animal cruelty. This follows the capture of a distressing video showing him striking a customer’s small dog within a residence.
The Sanford Police Department has named the accused as 43-year-old Richardson Noel. Authorities report that the violent kick caused the animal to lose consciousness for an extended duration.
The unsettling event transpired on August 26, while Noel was performing work inside a Sanford home. A Furbo dog treat dispenser, which doubles as a motion-activated camera, documented Noel’s entry through a sliding glass door as the pet reacted by barking.
The recorded evidence displayed Noel shutting the door and delivering a kick to the small dog, followed by him intermittently prodding the unconscious creature with his foot, as per police accounts.
The homeowner, upon viewing the incident via the video feed, promptly notified the police, resulting in Noel’s apprehension.
Sanford Police Chief Cecil Smith expressed profound concern over the incident, stating, It is profoundly troubling that an individual entrusted to enter a person’s home for service purposes would betray that trust by brutally harming a defenseless animal. He described the video as hard to watch, highlighting the perpetrator’s indifference.
Chief Smith’s remarks garnered backing from the community, with Facebook user Julie Hawkins Murphy commending the police for their prompt action against animal abuse.

The assaulted pet has survived the attack and is currently under veterinary care, as confirmed by the Sanford Police Department to NBC affiliate WFLA.
