A surrogate for billionaire Xu Bo questions Patriot Conceptions as CEO Haotian Bai faces scrutiny over military claims and business practices. Read more.
POLICY WIRE — Stanford, USA — A surrogate mother who carried a child for Chinese billionaire Xu Bo has expressed deep concerns regarding the agency that facilitated the arrangement. The woman, identified as Judy, stated she placed her trust in Patriot Conceptions to protect her interests, only to later discover the scale of the billionaire’s family.
The California-based agency and its CEO, Haotian Bai, are currently facing intense scrutiny following reports of questionable business practices. Stanford University’s Hoover Institution severed ties with Bai last week, noting that he had misled the institution regarding his professional background.
During his 2024-25 fellowship at the Hoover Institution, Bai focused on veterans’ access to in vitro fertilization and frequently marketed his agency as veteran-founded. However, U.S. Army spokesperson Christopher Surridge clarified that Bai had no deployments and left the service at the rank of specialist, contradicting Bai’s 2019 court declaration claiming service in Afghanistan and a PTSD diagnosis.
Patriot Conceptions, founded by Bai in 2019, derives 40% of its business from international clients, with a significant focus on parents from China. The United States remains a primary destination for such arrangements due to its legal framework for commercial surrogacy.

Xu Bo, the founder of Guangzhou Duoyi Network, has been the subject of reports suggesting he has fathered over 100 children. While his company initially claimed he had 12 children born in the U.S., they later acknowledged the total was a little over one hundred, citing a belief that more children bring more blessings.
Judy, a single mother, explained that she entered the agreement hoping to improve her life and help a family grow. She noted that the agency described the intended parent as a single father, and she never imagined the scale of his family, initially picturing something like the family in The Sound of Music.
Patriot Conceptions stated it was unaware of the extent of Xu’s family at the time of the agreement and declined on-camera interviews. Judy disputed the agency’s transparency, noting that representatives visited her after her April embryo transfer to provide snacks and flowers, even as questions about the billionaire’s family began to surface.
