POLICY WIRE — Edinburgh, Scotland — What was supposed to be an 8-hour flight from Edinburgh to Chicago transformed into a 20-hour ordeal for passengers aboard a United Airlines plane. Heather Fields, a traveler on the July 27 flight, described the unexpected journey as a nightmare due to severe weather conditions.
Fields reported that her flight was rerouted to Green Bay, Wisconsin, because of the storms. Passengers were left stranded on the plane for approximately four hours post-landing. “It was quite shocking,” Fields remarked. The bathrooms filled up, toilet paper became scarce, and food supplies ran out. We managed to serve ourselves water, but there was minimal information about what was happening.
The situation worsened when passengers learned that the flight could not resume because the United Airlines crew had surpassed their allowable duty time. We taxied to the runway, and almost immediately, the pilot announced that they had timed out according to FAA regulations and could not fly to Chicago. They needed to take us off the runway and wait for a replacement crew, Fields explained.
Passengers were then directed to exit the aircraft and wait on the tarmac for five hours. Fields, who resides in Costa Rica, mentioned that they were eventually allowed off the plane near a customs building. However, no agents were available to process them, compelling them to continue waiting outside.
At a certain point, you start to wonder if you’re allowed to leave, which is a strange feeling for an American arriving on U.S. soil, Fields said. It became clear that United did not have a plan for us. United Airlines provided pizza for the stranded travelers, though it was insufficient for everyone. A replacement crew eventually arrived, and the flight took off for Chicago around 10:30 p.m.
Upon arrival in Chicago, passengers rushed through customs in the international terminal, attempting to catch connecting flights. Fields, however, missed her connection and arrived in Denver about 20 hours after her original scheduled landing time. After voicing her complaints to United Airlines via email, she was initially offered $200 in flight credits, which was later increased to $500. Fields found the compensation inadequate.

In response to inquiries, United Airlines issued a statement apologizing to Fields for her experience, providing her with an electronic travel certificate, and refunding some of her fees as a goodwill gesture. The airline clarified that Customs and Border Patrol in Green Bay could not clear passengers but allowed them to disembark onto a controlled area on the tarmac. Food and beverages were provided, and the flight eventually departed for Chicago with a new crew.
The U.S. Department of Transportation mandates a full refund for flights canceled due to weather, but since this flight was already airborne when the disruption occurred, it did not qualify for a full refund. Fields expressed frustration over the situation, particularly noting the struggles of other passengers, including an elderly woman who nearly fainted and later tried to sleep on the cold airport floor.
