Five Arrested in Norway Over Alleged Bribery and Fraud Scheme Targeting NATO Ship Contracts
Norwegian authorities have arrested five individuals in a major fraud probe involving over-invoicing for services provided to NATO military vessels.
POLICY WIRE — Bergen, Norway — Norwegian law enforcement officials have taken five individuals into custody following a sweeping investigation into allegations of bribery and fraud connected to service contracts for NATO military vessels.
The arrests, which occurred in the Bergen region, are part of a coordinated international effort involving the European Union’s criminal justice agency, Eurojust. Authorities are investigating a company and its associated subcontractors for allegedly defrauding the NATO Support and Procurement Agency (NSPA).
Investigators claim the suspects engaged in a scheme of aggravated fraud by systematically over-invoicing the NSPA for shore-based husbandry services provided to NATO ships docked in Norwegian ports. These illicit activities are alleged to have occurred between 2021 and 2025.
The operation extended beyond Norway, with simultaneous searches conducted by police in Germany and Romania on Wednesday, October 14, 2026. Eurojust, which facilitated the cross-border cooperation, estimates that the financial losses incurred by NATO member states exceed 10 million Norwegian kroner.
The investigation was initiated after the NSPA identified significant billing anomalies within the company’s records. The suspects now face charges related to the fraud or for aiding and abetting the illicit over-invoicing operation.
