DHS defended the shooting at a news conference, claiming Belgal had refused lawful orders from federal officers. Marcos Charles of ICE stated that agents had attempted to detain Belgal in September but were unsuccessful. On Thursday, he allegedly accelerated his vehicle, damaging two ICE cars and moving toward officers, prompting the use of force. New York City Mayor Zohran Mamdani claimed he had tried to negotiate with President Trump and DHS Secretary Markwayne Mullin for Belgal’s release, but the request was denied.
Belgal, who was in the U.S. illegally, had prior criminal records, including charges related to drug trafficking and weapons possession. Court documents show he was arrested in August 2025 for selling cocaine and fentanyl, and was reportedly on supervised release. His shooting led to immediate protests and condemnation from city officials, with Mamdani calling for the abolition of ICE. Five people were detained during Thursday night’s demonstrations, and another protest is planned for Friday evening in Lower Manhattan.
