POLICY WIRE — Kyiv, Ukraine — Ukraine continues to face a severe shortage of combat-ready troops, making it difficult to relieve exhausted soldiers on the front lines as the war enters its fifth year.
The country’s military struggles with long-standing issues such as draft dodging and desertion, leading to units operating at only half strength. Commanders say the lack of personnel limits their ability to capitalize on battlefield advantages gained through drone technology and tactics.
Despite efforts by the Defense Ministry to implement reforms, including changes to mobilization and training, the challenge remains acute. With fewer forces available for rotation, exhaustion and casualties continue to rise, further complicating Ukraine’s efforts to maintain its defensive positions and launch effective offensives.
