The initiative aims to boost participation by enrolling eligible children without requiring parents or guardians to take action. The move is expected to add approximately 2 million new accounts per birth-year cohort and could significantly increase the number of donations from eligible contributors.

Under the program, children born between January 1, 2025, and December 31, 2028, will receive a $1,000 government seed contribution. Those born outside this window but under 18 can still open an account, though they will not qualify for the initial gift. Contributions from friends, family, or employers are capped at $5,000 annually, with major donors pledging billions to support the initiative.
