Unmasking the Propaganda: Rauf Hassan and Ryan Grim

In recent years, the deliberate use of disinformation has become a formidable tool in global politics, designed to create chaos and confusion within sovereign states and among their populations. Pakistan is a notable example of this tactic, where foreign journalists and media outlets have been leveraged to advance specific political agendas. This coordinated effort systematically undermines institutions, breeds mistrust between the government and the public and disrupts national cohesion.

A prominent illustration of this disinformation campaign is the work of Ryan Grim, a journalist for the international magazine The Intercept. Grim’s articles have consistently targeted Pakistan, depicting it as a nation in disarray, plagued by corruption, and alleging military interference in political matters. However, a closer examination reveals that Grim’s writings are not merely journalistic endeavors, but part of a broader disinformation strategy aimed at discrediting Pakistan’s institutions.

The campaign began on August 9, 2023, with Grim’s article, “Secret Pakistan Cable Document – US Pressure to Remove Imran Khan.” This piece claimed to expose U.S. pressure on Pakistan to oust Imran Khan, relying on anonymous sources and speculation. Despite its dubious origins, the article was widely disseminated, stoking anti-state sentiments and challenging Pakistan’s foreign policy.

Just a week later, on August 16, Grim published a follow-up piece titled “Pakistan Confirms Secret Diplomatic Cable Showing US Pressure to Remove Imran Khan.” This article, built on the same unverified claims, reinforced the narrative of external interference in Pakistan’s internal affairs, despite the lack of concrete evidence.

As the months progressed, Grim continued to produce articles designed to tarnish Pakistan’s image. On December 18, 2023, he released “Secret Pakistan Document Undermines Espionage Case Against Imran Khan,” which used the disputed “cipher” once again. This article aimed to undermine the legal case against Khan by suggesting that the evidence was fabricated. Such narratives not only mislead the public but also bolster efforts to destabilise Pakistan.

The disinformation campaign took a more dangerous turn in February 2024. On February 9, Grim published “Historic Turnout in Pakistan is Swamping the Military’s Effort to Rig the Election,” an unsubstantiated accusation against the Pakistan Army. This article not only targeted the military but also sought to undermine the credibility of the electoral process. Grim’s claims cast doubt on the legitimacy of the elections, attempting to destabilise society and erode public confidence in the democratic process.

Two days later, on February 11, Grim’s article “Pakistan’s Elections Latest Update – PTI’s Surge” further fuelled allegations of election rigging. This piece aimed to delegitimise the election results, portraying them as the product of manipulation rather than the people’s choice. Grim’s narrative was driven not by factual analysis but by a conspiracy to undermine Pakistan’s democracy.

The climax of this campaign was Grim’s article on February 26, 2024, “Members of Congress Demand Biden Withhold Recognition of Coalition Claiming Power in Pakistan.” This piece sought to affect Pakistan’s international standing and sovereignty significantly.

On June 27, 2024, Grim, in collaboration with Murtaza Hussain, authored “From Prison, Imran Khan Says Top Pakistani General Betrayed Secret Deal to Stay Out of Politics.” This article aimed to create discord between the military and civilian authorities, depicting internal strife and covert dealings to present an image of chaos and instability within Pakistan’s political elite.

Recent revelations have further exposed the extent of this disinformation campaign. Direct communications between Rauf Hassan, a key member of the Pakistan Tehreek-e-Insaf (PTI) party, and Ryan Grim have surfaced, highlighting a troubling pattern of coordinated disinformation efforts. Investigations into PTI workers’ mobile phones revealed a series of messages between Hassan and Grim, discussing plans to disseminate anti-state material. These findings suggest that Grim’s articles were not independent journalistic investigations but components of a broader propaganda effort against Pakistan.

The ongoing exchanges between Hassan and Grim, documented up until January 2024, demonstrate a synchronised effort to promote narratives aligned with PTI’s agenda while undermining Pakistan’s stability. Grim’s regular publication of anti-Pakistan content, in line with PTI’s messaging, raises serious concerns about foreign media involvement in destabilising activities. This coordinated strategy, uncovered through digital forensics, reveals a deliberate attempt to influence public opinion and disrupt Pakistan’s stability.

The implications of these findings are significant. They illustrate how foreign media can be weaponised to further specific political agendas at the expense of a country’s sovereignty. It is crucial to recognise these disinformation campaigns for what they are: efforts to manipulate public perception and weaken state institutions. To address this threat, Pakistan must scrutinise the connections between foreign journalists and political actors and strengthen its own media landscape to reduce external influence.
The spread of false information and propaganda not only jeopardises state stability but also undermines democratic values and media integrity. It is essential to remain vigilant against such attempts to sway public opinion and to protect Pakistan’s institutions. Only a unified and informed approach can effectively counter foreign influence and safeguard the nation’s stability.
